ロータリーの奉仕理念と綱領の変遷
1911年はロータリーの奉仕理念、すなわち現在の職業奉仕に相当する考え方が、アーサー・フレデリック・シェルドンによって提唱され、その理念を端的に表現した「He
profits most who serves best」というフレーズが、この年のポートランド年次大会で採択された「ロータリー宣言」の結語として正式に決定されました。
この大会のエキスカーションとして実施された船旅で、創立間もないミネアポリス・ロータリークラブ会長、フランク・コリンズが、「Service, not self」というフレーズを発表しました。後世の人がこれを「無私の奉仕」と訳し、「己を犠牲にして他人に奉仕すること」という高い宗教性を含んだ説明をつけましたが、これはまったく間違った解釈であり、フランク・コリンズのスピーチ原稿を熟読すれば、当時一般的に行われていた会員同士の物質的相互扶助を会員外にも拡大していこう意味であり、アーサー・シェルドンの「He profits most who serves best」を補完するフレーズだということが容易に理解できます。従って、後に発表され、現在、対社会的奉仕活動のモットーとして親しまれている「Service
above self」とはまったく異質のフレーズだと考える方が適切です。
1912年、アメリカ以外の国にロータリーが拡大され、連合会の名称が、国際ロータリークラブ連合会と変更されたことを機会に、「ロータリーの目的」が抜本的に改正されると共に、この年度から、「国際ロータリークラブ連合会の目的」と「ロータリークラブの目的」とが分離されました。前述のように、ポートランド大会で、シェルドンが提唱した奉仕理念が、ロータリーの一般奉仕理念として確定したことを受けて、従来の、会員の親睦と物質的互恵を中心にした社交クラブ的な色彩が一掃されました。ロータリークラブの目的の中に盛り込まれた、職業の価値の認識と自己の職業の神聖化、職業モラルの向上、精神的相互扶助の奨励は現在の職業奉仕理念に通じるものと言えましょう。
なお、「promotion
of fellowship 親睦の推進」という従来の目的が「promote the acquaintance 知り合いを広める」に変化したことは、この段階において、「会員の親睦を深めること」がロータリーの目的から除外されたことを意味しています。

拡大が順調に進められクラブ数が 200近くまで増加したので、始めて地区制度がしかれ、それに伴って今までばらばらに行われていた各クラブの管理運営を統一するために、1915年に標準クラブ定款および模範クラブ細則が採用されると共に、国際ロータリークラブ連合会の目的およびロータリークラブの目的の一部が改正されました。なお1913年のバッファロー大会直後より作業が開始された道徳律がこの大会で正式に採択されて、職業奉仕に関する理論構築が完了しましたが、「ロータリーの目的」には大きな変化はありません。

1919年のソルトレーク・シティ大会で、標準ロータリークラブ定款が改正され、ロータリークラブの目的と国際ロータリークラブ連合会の目的とが統合されました。
1921年のエジンバラ大会で、アメリカ本土を離れて始めてスコットランドで国際大会が開催されたことを記念して、ロータリーの目的第4条に国際奉仕に関する条文が加えられました。
